An 89-day non-civil service appointment may be granted when there is an immediate need to fulfill relatively short-term operational needs for an existing vacant civil service position while the position is in the process of being updated or recruited for. An 89-day non-civil service appointment is made without the benefit of civil service recruitment and selection procedures. This hourly-paid position is excluded from collective bargaining. The employee is considered to be “at will” and may be terminated at any time. There are no employee benefits in terms of vacation & sick leave, paid holidays, retirement, etc., and the employee is not eligible to apply for any internal vacancy announcements.

Extensions of 89 day appointments may be granted with a minimum one work day break in service upon justification and display of due-diligence in moving to fill the position in a reasonable and expeditious matter.

For positions that are fully funded by general funds, the law limits the 89-day appointment terms to two consecutive periods. After which time, the University must obtain approval from state DHRD for additional terms.
