Open Enrollment is your annual opportunity to add, drop or change your benefit elections and dependents. The elections you make go in effect July 1, 2020 and continue through June 30, 2021. Open enrollment is your only opportunity to make changes to your health plan enrollment without experiencing a qualifying event.

Part-Time and Temporary Medical and Prescription Drug Plan April 1 – May 15, 2020 Employees who are hired for less than a 90-day appointment or less than 50% full-time equivalency

(89-day hires, casual hires, student employees and part-time employees working less than half-time)

About the Island Flex FSA Program

This program allows employees to pay for eligible out-of-pocket medical, dental, drug and vision expenses, as well as dependent care expenses (i.e., pre-school tuition, A+, adult daycare and/or babysitter expenses), with before-tax dollars. Employees do not pay federal, state or social security taxes on those monies, and this results in more take-home pay. Learn more about the Flexible Spending Account (pre-tax).

What can I do during open enrollment?

You can enroll or re-enroll in a Medical and/or Dependent Care flexible spending account (FSA).

If you wish to enroll or re-enroll in FSA:

Download and complete the Island Flex enrollment form and mail, email, or fax directly to NBS. If you are emailing the form to NBS, please be sure to only include the last 4 digits of your Social Security Number and send it to islandflex@nbsbenefits.com via UH FileDrop. NBS will contact you at the phone number provided on the form to obtain your full Social Security Number.

  2. A confirmation letter will be sent in May after the Open Enrollment period ends. Please watch for and review your letter to ensure your election(s) look correct. If you are currently participating in the FSA program, your enrollment will end on June 30, 2020. To continue participation, you must re-enroll during the open enrollment period.

Open Enrollment Informational Webinars

Webinar sessions allow participants to listen to the presenter, view the session presentations online, and ask questions. Sessions are approximately 45 minutes to 1 hour long. Dates and times may be subject to change on short notice. You may use up to 1 ½ hours of work time (this includes travel time) to attend a workshop or 1 hour to view a webinar.

What can I do during open enrollment?

During open enrollment you may:

  • Evaluate your current health plan
  • Add a health plan, change from one health plan to another, or drop a health plan
  • Add an eligible dependent or drop a dependent
  • Change coverage tiers such as changing from single to family or family to 2-party
  • Take no action if you are satisfied with your current plan selections and there are no changes to your covered dependents

If you wish to make changes:

  1. Download and complete the UH EC-1 Enrollment Form
  2. View the Open Enrollment Checklist to see a list of supporting documents that must be submitted to your HR Rep in order for EUTF to process your enrollment change request.
  3. Submit the enrollment form and proof documents to your HR Representatives no later than May 15th. Forms submitted after May 15, 2020 will be rejected by the EUTF.
    1. If you are emailing the enrollment form and proof documents, please sign the form electronically and send it to your HR Representatives via UH FileDrop.
    2. NOTE:  If making changes to the health plans, coverage selection, dependent information and/or PCP election, please mark all the plans and coverage that you wish to be enrolled in, not just the ones you want to change.
  4. A confirmation notice will be sent by the end of June. Please use the corrective action form provided with the confirmation notice to notify the EUTF of any EUTF errors.

About the Premium Conversion Plan (“PCP”)?

PCP is a voluntary benefit program that allows you to deduct your health plan premiums on a pre-tax basis. This means you’ll be paying less Federal income, state income, and FICA taxes.

What can I do during open enrollment?

You can enroll or make changes to your PCP Enrollment.

If you wish to make changes:

Complete section 3 of the EUTF’s EC-1 enrollment form and submit it to your HR Office no later than May 15, 2020, 4:30 pm.

  1. If you are emailing the enrollment form and proof documents, please sign the form electronically and send it to your HR Representatives via UH FileDrop.
  2. NOTE:  If making changes to the health plans, coverage selection, dependent information and/or PCP election, please mark all the plans and coverage that you wish to be enrolled in, not just the ones you want to change.

If you’re already enrolled and do not wish to make any changes, no action needs to be taken, as your enrollment will automatically continue.

What can I do during open enrollment?

Employees shall apply directly with the carrier (HMSA or Kaiser). The carriers will respond to questions relating to enrollment, coverage, payment and benefits.

To enroll in the HMSA 75/25 Plan: Mail the HMSA EUTF Plan Application along with the first month’s premium to:

Open Enrollment Instructions for HR Representatives

Important Dates:

  • EUTF and PCP Open Enrollment Period: April 1, 2020 through May 15, 2020

HR Responsibilities:

1. Review and complete the bottom part of the EC-1 Enrollment Form

The HR Rep is responsible for auditing the EC-1 form submitted by employees, ensuring that all sections are completed and entering the departmental information on the bottom, including the correct BU.

2. Delivery of the EC-1 Enrollment Form

Axway

  • Designated HR Reps who have Axway account should send the EC-1 in TIFF file format. This format is usually available as an option on Xerox and other copier/scanners when scanning a paper document to an electronic file, or you can convert from PDF to TIFF using Adobe Acrobat software.
  • The HR Rep will get an email notification when an electronic EC-1 file has been transferred to EUTF.
  • Each single electronic file should contain an EC-1 and supporting documents for a single employee rather than one big file with documents from multiple employees. The file should be named yyyymmdd-hhmmss-<agency>.tif, for example: 20170913-094930-UH.tif where 20170913 is the date the file was created, 094930 is the time the file was created and UH for the agency that is sending the file.
  • The electronic EC-1 file can be sent any time during the day or night and EUTF will process these just as they currently process faxes and hardcopies.

Hardcopy EC-1 enrollment forms and proof documents should be postmarked by May 22, 2020 and sent to the EUTF to the address below.

Process:

  • Employees contact the carrier (HMSA or Kaiser) directly to enroll or make changes to their health plan. If employees have any questions regarding enrollment, coverage, payment and benefits, please direct them to the carrier for more accurate information.
  • For current part-time and temporary employees, the HR Representative should have either of the following on file for the calendar year 2020:

A signed hard copy acknowledgement form, or
the electronic acknowledgment via ACER

  • All new part-time and temporary employees, including transfers, should be offered the Part-time and Temporary Medical and Prescription Drug Plans. HR Representatives are responsible to ensure the acknowledgement form is recorded for ACA purposes – acknowledgement should be done annually. HR Representatives may confirm the completion of the acknowledgement form in ACER by accessing UHIMC under “UH Acknowledgements” section.
