Civil Service positions at the University of Hawai‘i are part of the State Merit System, and are administered by Chapter 14 of Hawai‘i Administrative Rules, pertaining to the Department of Human Resources Development (DHRD).

Chapter 14 applies to all Civil Service positions and all incumbents in these positions, provided they are not in conflict with provisions of applicable Collective Bargaining Agreements (CBA’s). Chapter 14 does not apply to positions exempt from the Hawai‘i Administrative Rules, as determined by the Director of DHRD.
