Administrative Procedure AP 8.536, Subcontract Control of Government Property Effective Date: June 2017 Prior Dates Amended: July 1982, January 2006 Responsible Office: Office of the Vice President for Budget and Finance/Chief Financial Officer Governing Board and/or Executive Policy: EP 1.102, Authority to Manage and Control the Operations of the Campus Review Date: June 2020 I. Purpose
To prescribe the responsibilities and to provide general guidelines for federally-funded government property acquired by a University of Hawai‘i (University) subcontractor. Refer to AP 8.290, Requirements of Federally Funded Purchases, for complete flow-down provision instructions and AP 12.411, Subrecipient Monitoring (Previously AP 8.955).

III. Administrative Procedure
A. Responsibilities
1. When expending federal funds, certain Federal Acquisition Regulation (FAR), Office of Management and Budget (OMB) Circular A-110 provisions, and other agency-specific regulations must be included in any subcontract issued by the University. 2. It is the responsibility of the Principal Investigator, with the assistance of the Office of Research Services, to ensure that such subcontracts reflect adequate instructions to the subcontractor with respect to any property furnished by the University, and that any resulting special tooling is the property of the Federal Government. B. Requirements 1. Receipts must be obtained for any government property acquired for or by University subcontractors. 2. Property acquired by a University subcontractor shall be immediately reported to the Capital Asset Accounting Office. IV. Delegation of Authority
