Regents Policy RP 7.207, Clinical & Mental Health Services; & International Student Health Effective Date: January 22, 2015 Prior Dates Amended: Dec. 7, 1972; Oct. 31, 2014 (recodified) Review Date: August 2018 I. Purpose
To set forth a policy regarding provision of clinical and mental health care services for the university and to address student health insurance for international students.

III. Board of Regents Policy
A. Philosophy & Rationale
1. The provision of clinical and mental health care services is an educationally legitimate and critical function of any college or university given the dramatic rise in diagnosable physical and mental illness and related behavioral problems. As a part of their attendance, college students are exposed to illness and to the hazard of injury resulting from the manipulation of various equipment or supplies or through participation in athletic, recreational and co-curricular activities. Because they may be living away from home or domiciled on or near campus, many college students no longer have access to their customary clinical health services. Consequently, establishing clinical health services on the campuses of the university can ensure access to medical care for its students by providing convenient treatment of injury and illness. 2. College attendance creates a unique set of circumstances and stressors that may trigger growth and development in significant ways. College students often possess physical and emotional needs unique to their age group and environmental context. It is typically during the college matriculation period that students experience change, need to address personal and identity development issues, work through psychosocial and interpersonal challenges, and deal with growth, development, and more change. The presence and availability of mental health counseling services on the campuses of the university afford students the opportunity to address psychosocial and psychological concerns in more intentional and healthy ways. 3. In fostering students' general well-being to succeed academically, the university may also provide a variety of services and programs designed to remove physical and psychological impediments to educational success. Besides the referral of students to specialized health resources unavailable on campus, clinical and mental health services professionals may need to increase their collaboration in order to address the complexity of problems students present. As a part of this need to collaborate, the university may compile clinical and mental health records or require a variety of examinations, immunizations, psychological assessments or follow-up tests to assist students in dealing with severity of their presenting concerns. 4. Thus, in order to encourage students to take responsibility for maintaining their physical and psychological well-being, the university of Hawai‘i establishes policies for clinical and mental health services. B. Parameters 1. In providing for the safety, health and well-being of its students, the university, through its administration, shall comply with all applicable requirements of federal, state, and other governmental agencies as may be required by law or by rules and regulations. 2. The president or the president’s designee shall, by Executive Policy, set forth guidelines to determine the level of care for clinical and mental health services to be provided by the campuses. 3. Additionally, the president or the president’s designee shall, by Executive Policy, assure university-wide availability of a student health insurance plan(s). C. All non-immigrants on student visas are required to enroll in a university endorsed student health insurance plan or furnish proof of enrollment in a health insurance program whose benefits meet the minimum insurance requirements set by the president or the president’s designee by Executive Policy. IV. Delegation of Authority
Setting the minimum insurance requirements is delegated to the president or the president’s designee. See RP 7.207(C).
