Standards for Minimal-Level Catalog Records (non-RDA)
- Leader Requirements
- The following leader elements must be completed:
- Byte 06 - Type of record
Byte 07 - Bibliographic level
Byte 17 - Encoding level
- Two encoding level values were defined as acceptable for minimal bibs
- 3 (Abbreviated level) - To be used for records that a library has no intention of upgrading or enhancing at a later date
5 (Partial (preliminary) level) - To be used for records that a library plans to eventually upgrade to full-level cataloging.

For monographic materials, the default value can be s

The following variable field elements must be included when known:
- 010 $a Library of Congress Control Number

- 028 $a Publisher Number
- 245 $a Title
- 245 $h Medium (until March 31, 2016; after that, do not supply)
- 250 $a Edition
- 260 $b Publisher
- 260 $c Date of Publication, Distribution, etc.
- 300 $a Extent of Item
- 490 $a Series statement (See discussion under authority control)
- 490 $v Volume number/sequential designation
- 7XX Author entries (See discussion under authority control)
Authority Control Requirements
Since minimal records tend to be used in situations where time or staffing is too limited for full-level cataloging, it is likely that time and staffing will also be too limited for proper authority work in many cases. To minimize the impact on the authority database, the following ground rules were agreed to:
- Series statements will be entered in 490 tags with first indicator 0 so that they don't show up during authorized series heading searches.
- If a minimal bib creation workflow does not include authority work for authors, then authors should be entered in 790 $a in all caps.
- If a minimal bib creation workflow does include authority work for authors, then authors can be entered in the appropriate 1XX or 7XX tag, (i.e., 100, 110, 111, 700, 710, 711).
