HAWAII’S Government Publications Statute requires that government publications be available through the public library system. (paraphrase)
There shall be at least one government publications depository in each county.

WHEN A PUBLICATION IS RELEASED…

The state or county agency shall immediately deposit fifteen copies with the state publications distribution center and one copy with the University of Hawaii. Legislative Journals of the senate and house shall be made available for sale at a price to be set by the lieutenant governor.
