2009 EUTF Health Benefits Open Enrollment (11/02/09)
The 2009 Hawai‘i Employer-Union Health Trust Fund (EUTF) health benefits open enrollment period is scheduled for November 2, 2009 through November 30, 2009 for benefits coverage effective January 1, 2010. The health benefits fairs will be held at various locations throughout the four major islands.
2009 Premium Conversion Plan (PCP) Open Enrollment (10/21/09)
The Premium Conversion Plan (PCP) open enrollment period is November 2, 2009 through November 30, 2009. The PCP is a voluntary benefit program that allows employees to deduct their health plan premiums on a pre-tax basis. During the open enrollment period, employees will have the opportunity to enroll, change or cancel the PCP election.
Hybrid upgrade information and procedures to transfer funds for 403(b) Tax-deferred annuity participants (10/21/09)
Effective October 1, 2009, eligible Hybrid members have the option of upgrading their non-contributory service to Hybrid service. Current and former participants of the UH 403(b) plan may use funds from their 403(b) tax-deferred annuity plan to pay for the cost of the upgrade.

Summary of recently ratified HGEA collective bargaining agreements for units 2, 3, 4, 8 and 9 and their excluded counterparts.
President’s Memo on Special Compensation Adjustment for APT Personnel (10/07/09)
Due to the budget shortfall, President Greenwood has placed the Special Compensation Adjustment Performance Awards program for APT employees “on hold” for this year.
Revisions to EUTF PPO Prescription Drug Program (09/03/09)
The EUTF Board approved on August 26, 2009 the following revisions to the informedRX prescription drug program:
  • Implementation of the reference based pricing program is postponed until January 1, 2010
  • Medications requiring refrigeration are not subject to the maintenance mail order program. Participants using insulin or other drugs needing refrigeration have the option of obtaining those drugs through a local pharmacy or through mail order.
  • Oral oncology medications provided under the Ascend specialty program will have a tier 3 ($30 for 30 days) co-pay instead of a tier 4 (20% of cost drug) co-pay. This change is retroactive to July 1, 2009.
Extension of EUTF Benefit Plans and Rates through December 31, 2009 (09/02/09)
The EUTF Board approved the extension of the current health benefit plans and the continuation of the same revised rates (as July, August, September and October) through December 31, 2009. The EUTF Plan Rate Schedules are effective July 1, 2009 through December 31, 2009.

In addition, the Board approved a full open enrollment period to be held November 2 – 30, 2009, subject to the finalization of benefits and rates by the end of September.
American Recovery and Reinvestment Act of 2009 (05/02/09)
The American Recovery and Reinvestment Act of 2009 (ARRA) provides a COBRA premium subsidy for qualified individuals. The ARRA creates a federal premium subsidy for employees (and qualifying dependents) that were involuntarily terminated between September 1, 2008 and December 31, 2009 and were otherwise eligible for COBRA during this period. The subsidy covers 65% of the premium, lasts up to nine (9) months, and applies to premiums paid for periods of coverage beginning March 1, 2009. The subsidy period does not extend the period of COBRA coverage. The premiums will be subsidized for up to nine (9) months or termination of COBRA, whichever comes first.
Alternative Work Week Memorandum of Agreement for APT Employees (03/05/09)
The University and the Hawai‘i Government Employees Association (HGEA) have negotiated an Alternative Work Week (AWW) memorandum of agreement (MOA) for APT employees. The effective date of the MOA is March 1, 2009. This MOA provides included and excluded APT employees the opportunity for more flexible work schedules. Participation in the AWW program is subject to the supervisor’s approval and must be consistent with operational needs.
Letter to UH 403(b) Program Participants – 403(b) Regulations Effective 9/25/07 (09/17/07)
The IRS recently published a major rewrite of the 403(b) tax deferred annuity regulations. These regulations now require the University to monitor the 403(b) program closely and become directly involved in reviewing and approving certain transactions. A part of the regulations becomes effective on September 25, 2007.
