The University of Hawaiʻi Broadband Office (UHBO) has concluded its Request for Proposals (RFP) process to select a subgrantee to build out high-speed broadband infrastructure to all unserved and underserved households as part of the federal Broadband Equity, Access, and Deployment (BEAD) program.

This page includes proposed BEAD-funded locations and final plans for Hawaiʻi’s BEAD infrastructure deployment, as detailed in the Hawaiʻi BEAD Final Proposal.

Final Proposal

The BEAD Final Proposal is a detailed plan of where federal BEAD funding will be expended to bring high-speed Internet access to unserved, underserved, and community anchor institution (CAIs) locations statewide.

The Final Proposal outlines how Hawaiʻi completed the BEAD Challenge Process, selected the deployment subgrantee to build infrastructure to unserved, underserved, and CAI locations, and implementation plans for the duration of the BEAD program. In other words, the Final Proposal is Hawaiʻi’s roadmap for closing the digital divide.

Per NTIA guidelines, UHBO published a draft Final Proposal for public comment on August 27, 2025. Comments could be transmitted by phone or email, and UHBO received several submissions during the 7-day public comment period ending on September 3, 2025.

The Final Proposal was submitted to NTIA on September 4, 2025.
