KFS Codes for Local Food Purchase Tracking (HRS 27-8)

Target Audience: All

This is a reminder to use the following KFS codes to track local and non-local agricultural and food purchases, as required by HRS 27-8. This supports compliance with the mandate to report local food purchases, which must reach 10% of total food costs by January 1, 2025. 

UH is required to submit an annual report to the legislature to track compliance so consistent use of the codes listed below will minimize manual reporting efforts.

Applicable KFS agricultural product codes:

  • 3021: Operational Supplies, Agricultural Products – Non-local
  • 3022: Operational Supplies, Agricultural Products – Local
  • 3030: Operational Supplies, Agricultural & Other
  • 3320: Agricultural Products – Local
  • 3321: Agricultural Products – Non-Local
  • 7320: Resale Agricultural Products – Local
  • 7321: Resale Agricultural Products – Non-local

Applicable KFS food codes:

  • 3300: Food Supplies, Other
  • 3305: Food Supplies, Non-Resale
  • 3310: Food Supplies, Employee Meal – Non-compensatory

Proposed Update to AP 8.550, Capitalization

Target Audience: All

A proposed update to AP 8.550, Capitalization, has been posted to our website.

Updates to Attachment 1 and 2 have also been posted. Attachment 1 / Attachment 2.

Proposed changes include (1) Reduction in Asset Types; (2) Library books will no longer be recorded as capital assets; (3) the capitalization for software purchased or developed for internal use will be increased to $1,000,000.  This does not include software licenses, which are evaluated as potential SBITA, or software that is purchased in conjunction with the initial acquisition of equipment.

The proposed effective date is 7/1/2025, pending cognizant agency approval.

Proposed Update to AP 8.710, Credit Card Administration

Target Audience: All

A proposed update to AP 8.710, Credit Card Administration was presented at the Credit Card Updates – Spring 2025  Zoom Session held on March 27, 2025.   The updates included recommendations from the CampusGuard PCI DSS v4.0 Assessment that was completed in December 2024. 

The proposed update also includes:

  • Appendix C – Incident Response Plan (revised)
  • Appendix D – Requirements to Protect Credit Card Terminals (new)
  • Appendix E – PCI Compliance Rider (new)

A recording of the March 27, 2025 Zoom session and the red-line version of the proposed AP 8.710 and draft appendices are available in the UH PCI DSS Shared Google Drive (03-27-2025 Zoom Session – Spring 2025 Updates folder).
