First draft of UH Strategic Plan 2023–2029

Mahalo nui loa for taking the time to review and provide feedback on the first draft of the UH Strategic Plan 2023–2029. The planʻs guiding principles can be viewed here. The draft is divided into four sections below, and comments can be added at the bottom of each imperative section web page. The sections on the specific imperatives also include the goals and proposed metrics.

Everyone is encouraged to recommend specific actions that can be taken to achieve the objectives of the plan. Please email if you have any questions or concerns.

Town Hall Meetings

UH will hold four town hall meetings to give the community opportunities to learn more about the strategic plan and share their ideas, insights and concerns.

As we develop our next strategic plan for the 10-campus UH System, we must acknowledge that Hawaiʻi will never be the same after the COVID-19 pandemic. Everyone who makes Hawaiʻi home is seeing opportunities for positive change emerging from the lessons of the shutdown and aftermath. Many can now envision a more sustainable, resilient, and equitable future in which we take better care of one another and our islands through an approach that is both locally and globally aware.

Hawaiʻi cannot get to such a vision of the future without its great public higher education system fully focused and engaged in creating and supporting that better future for all of us. As a result, the state needs to pivot in a number of ways. To support that pivot, UH as a system must increase its responsiveness, agility, and focus.

Foundations for UH Strategic Plan 2023-2029

The foundation of the work to develop the University of Hawaiʻi Strategic Plan, 2023-2029 is the Third Decade Report. The report provides an extensive scan of state, national, and international trends and emerging issues, as well as extensive interviews with campus and community members. Several of the proposed strategies come directly from this report.

Our previously completed UH Strategic Directions (2015-2021) are also embedded in this foundation. The University of Hawaiʻi Strategic Directions, 2015-2021 included five priority areas.

Using the action strategies and metrics in these five areas, significant progress has been made in increasing graduation rates and degree production, increasing research funding, improving facilities, and increasing online capacity, among other areas.

These UH Strategic Directions have guided us at a high level, and our post-pandemic plans have helped us focus on what Hawaiʻi needs most from public higher education during these challenging times. They set forth shared directions and purpose toward high-priority outcomes for our institution and our state.

Development & Timeline of UH Strategic Plan 2023-2029

We present here the development schedule for the next UH Strategic Plan to guide the university system from 2023 through 2029. Your opinion matters. We hope that you will lend your voice, experience, and aloha to this important participatory process. It is an aggressive timeline, but it will help us all to have a new Strategic Plan in place as soon as feasible.


Appointment of UH-wide Steering Committee
Campus Chancellors/Provost were invited to submit names to be considered for appointment to the UH strategic plan steering committee. – COMPLETED –


UH Community Internal Survey
Faculty, staff and students will be invited to respond to an initial survey on the thematic recommendations and strategies that emerged from core planning documents including the “Reimagining” report, Post-Pandemic Hawaiʻi and UH, the Third Decade Report, and the Integrated Academic and Facilities Plan. – COMPLETED –

Early May

Feedback on Input
Following analysis and review of survey results, town hall discussions will be held on and off our campuses with internal and external constituents and stakeholders. – COMPLETED –


First Draft
Steering committee begins to develop the first draft of the plan including goals, strategies, tactics and recommended metrics.
