Proposed Administrative Procedure Updates
Target Audience: All Users
Proposed updates to the following Administrative Procedures have been posted to our website:
- AP 8.602 General Ledger
- AP 8.612 Establishment and Maintenance of Account Codes
- AP 8.617 Revenue and Higher Education Function Codes
- AP 8.619 Fund Groups
- AP 8.622 University Endowments
- AP 8.636 Supply Inventory
- AP 8.650 Continuation and Clearing Accounts
- AP 8.671 Year-End Accounting Data
Proposed changes include updates to Effective Date, Prior Dates Amended, and Review date; updates to General Accounting contact information and website; changes in reference to APs that were re-numbered or abolished; technical corrections/updates, and minor clerical changes.

Quarterly Interest Rate for Late Vendor Payments
Target Audience: Fiscal Administrators
Pursuant to Section 103-10 of the Hawai`i Revised Statutes, the interest rate for obligations related to goods delivered or services performed remaining unpaid after 30 days is equal to the prime rate for each calendar quarter plus two percent. The interest rate is adjusted quarterly using the prime rate as posted in the Wall Street Journal on the first business day of the month preceding the calendar quarter. Please refer here for the 3rd quarter interest rate and calculation.

UPW Travel Update: Units 01 and 10
Target Audience: Fiscal Administrators and Fiscal Support Staff
Because there is no agreement between the State and UPW regarding the travel language, effective July 1, 2026, the State will continue the status quo and not implement new language. The current per diem rates will apply until further notice.
