Digital Signature and Electronic Distribution of Form DS-2019 Effective April 27, 2023

On March 28, 2023 the U.S. Department of State (DOS) announced an Interim Final Rule that permits designated sponsors of the Exchange Visitor Program (EVP) to digitally sign and electronically transmit the Form DS-2019 to J-1 students beginning April 27, 2023. From this date, J-1 students who require an updated DS-2019 or a new travel signature will receive digitally signed and electronically transmitted DS-2019 from the International Student Services (ISS).  

The ISS will transmit the DS-2019 electronically to J-1 students via a secured UH FileDrop system. Students will receive UH Filedrop email notice at their @hawaii.edu email account when the electronic DS-2019 is transmitted to students. Students must download and print out the DS-2019 from the UH FileDrop link within 14 days before expiration. Students must hand-sign the DS-2019 in blue ink. Digital signature by students on the DS-2019 is NOT allowed. J-1 and J-2 (dependents) must carry the printed DS-2019 when traveling, applying for a new J-1 or J-2 visa, etc.
