President Biden Affirms Covid-19 Testing for International Arrivals

On January 21, President Biden affirmed through proclamation the January 12 CDC announcement to require all international arrivals to have a negative Covid-19 test. All travelers to the United States must provide proof of a negative Covid-19 test within 3 days of departure in order to board the plane (see ISS post from 1/13/2020). This requirement is set to go into effect on January 26, but details are still pending. Land and sea entries are not held to the same restrictions and will be discussed separately within the administration; after which, recommendations are to be sent to the President within 14 days of this proclamation.

Additionally with this order, mask-wearing in compliance with CDC guidelines has been mandated for all domestic modes of transportation, including:

  • airports;
  • commercial aircraft;
  • trains;
  • public maritime vessels, including ferries;
  • intercity bus services; and
  • all forms of public transportation as defined in section 5302 of title 49, United States Code
